Polymer Emulsion. Normally sprayed onto surface to seal contamination in place. Has been used inside buildings to capture asbestos, beryllium, and radioactive contamination. It is easy to apply, and dries to a hard surface. Can be applied with fire hose, which makes it easier to spray large areas. It is more expensive than other dust control agents.
